Education and Experience
- MLS from an ALA-accredited institution or ability to complete MLS program within 2 years of being hired.
- Minimum 3 years administrative experience in a public library.
- Proven ability in public relations, partnership building and marketing library services to the community.
- Excellent communications skills, both verbal and written.
- Knowledge of computer applications and automated library systems.
- Excellent organizational and report-generating skills.
- Able to work well with people.
Requirements
- FBI and Pennsylvania Criminal Background and Child Abuse History clearances.
- Valid PA driver’s license.
- This position requires occasional evening and weekend responsibilities.
Job Duties include but are not limited to:
- Responsible for BCFLS county-wide planning and budgeting (keep informed of trends in library development and current resources; work with Board, officers and committees to direct planning & budgeting; review existing policies and recommend appropriate changes)
- Oversees countywide automation and technology projects (communicate with Information Technology Manager for coordination and planning of IT problems and needs; coordinates bi-annual technology committee activities and other committee meetings when needed (could be virtual meetings); submits annual E-Rate application and related documents)
- Attends required meetings (report to BCFLS board when necessary) Most meetings require travel.

- Required meetings
- Ensures that all member libraries are aware of and adhere to state-mandated requirements for service. Keeps informed of requirements by attending district and state meetings; shares information with librarians by e-mail and at county meetings; collects and collates statistics and financial information of member libraries as necessary.
- Creates and implements engagement plan to build community with member libraries and their patrons.
- Monitors BCFLS Five-Year Plan
- Hires and oversees development of BCFLS staff o Hires and orients staff as needed-including adding staff to payroll service
- Provides continuing education opportunities for BCFLS staff and member libraries’ staff (as required by state standards)
- Seeks seminars and training sessions provided by other entities that would be beneficial for countywide staff
- Conducts BCFLS staff evaluations and interviews
- Supervises IT manager and extension services librarian/director
- Coordinates BCFLS employee benefits
- Represents BCFLS to Butler County government (Files applications and audits with Commissioners annually [2 per year], stays in communication with Commissioners)
- Responsible for compiling and filing reports (state, county, plan for state aid, county coordination, member library funding distribution report, county coordination and plan and any other required reports or grants)
- Coordinates System Board meetings (coordinates meeting location; email reminders; email minutes, agenda, financial reports and related documents; create agenda with Board president; verifies that each member library nominates a BCFLS Board member that is officially appointed by County Commissioners)
- Coordinates system budget with System Board treasurer (reviews monthly bank statement; approves invoices; oversees distribution of state and county aid; provides documentation for payroll)
- Coordinates member library County Coordination Aid application
- Assists BCFLS Board in reviewing the annual System Member Agreement (reviews and updates agreement, emails to member libraries and collect signatures)
- Coordinates all system member library meetings and county-specific events and/or trainings
- Coordinates countywide events and grants when/if necessary
- Provides District consultant with necessary copies of plans, reports, board lists and other necessary paperwork
- Prepares for system audit (gathers documents, be available while auditors are on site)
- Any other duty as needed to assist the BCFLS Board and support the development of the county library system
Compensation
- This is a full-time, salaried position.
- Salary: $40,000-$45,000 per year, DOQ
- Benefits: Healthcare stipend available.
- Vacation: 10 vacation days, 5 sick days
