As we approach the end of 2025, my fourth year here at ACLA, I am sure that I share the same sense of uncertainty with the world around us that many feel. It is easy to get caught up in the negatives and the difficulties we experience each day, but for all of the bad, I also know that Allegheny County libraries are bringing so much amazing good into our communities.

Paul Wittman

South Region Representative

Paul Wittman, MSW, LSW, MPA is the Senior Manager, Training and Staff Development for Community Care Behavioral Health Organization where he is responsible for the successful design, implementation, management and continuous improvement of all training programs, large scale conferences and related educational and outreach initiatives for network providers, members, family members and internal Community Care staff. He has worked in the behavioral health field concentrating on addictions and the forensic populations.

Paul received his master’s in social work and master’s in public administration from the University of Pittsburgh. He also holds a bachelor’s degree in psychology from Point Park University. Paul is currently a Pennsylvania licensed Social Worker and serves on the board of directors for Devereux Advanced Behavioral Health / TCV Community Services and the Allegheny County Library Association.

Paul Kohberger was a librarian at the University of Pittsburgh prior to his retirement, serving as the Head of Technical Services and Assistant University Librarian for Research and Educational Support. Prior to joining the ACLA Board, he was a member of the Crafton Public Library Board.

Charlie Spence was the agent and owner of A.T. Spence & Son Insurance in Clairton for 45 years prior to his retirement.

Civically minded, Charlie has been active in the Clairton Chamber of Commerce, Mon-Yough Chamber of Commerce, Clairton Area Meals on Wheels, Clairton School District, the City of Clairton, Regional Business Alliance, YMCA Camp T. Frank Soles, and the YMCA of Greater Pittsburgh.

Charlie has served in a variety of positions with the Mon Valley Initiative since 1990, has been an appointed member of the Allegheny Regional Asset District (RAD) Advisory Board since 2006, and serves as the RAD representative to the Allegheny County Library Association Board as Treasurer.

Nicole Henline has been a public library director in Pennsylvania since 2011.  The past 11.5 years have been as the director of the Monroeville Public Library – and she is happy to be home.  Her first library job was also in Allegheny County, as a computer instructor at the Penn Hills Library in 2000.  After 11 years at the Penn Hills Library in a multitude of roles and while also becoming a full-time English teacher, Nicole moved on to receive her degree in library Science from The University of Pittsburgh and became the director at the Community Library of the Shenango Valley in Sharon, PA before moving back to the area and taking the helm at Monroeville in 2015.  She is thrilled to be back in the Pittsburgh area, close to family and friends, and several extremely spoiled and beloved family dogs.

During her time in libraries, Nicole has focused on serving the community, finding ways to make libraries as accessible as possible, and creating a positive environment for both patrons and staff.  She has served on the Pennsylvania Library Association Board and is honored to be the Librarian Advisory Council’s representative to the ACLA board. 

Pam Blizzard Bio Photo

Pam Blizzard

North Region Representative

Pam Blizzard is a fractional CFO with YourCFO, where she has served nonprofit organizations since 2012, specializing in financial systems, budgeting, forecasting, and audit preparation. Her background as a nonprofit development director, Certified Fund-Raising

Executive (CFRE), grant writer, executive director, and board member gives her a comprehensive and unique understanding of nonprofit governance and finance. She holds a degree from North Carolina State University and brings over 35 years of nonprofit sector experience to her service on the ACLA board.

David English

East Region Representative

David English is a native of southwestern Pennsylvania and a graduate of Valley High School in New Kensington as well as Allegheny College in Meadville. He did his graduate studies at Villanova University and The Pennsylvania State University. He spent more than two decades as an outreach administrator in the Penn State University system; his positions spanned southeastern, northwestern, and southwestern Pennsylvania and included tenures as Director of Continuing Education and Regional Director of Continuing Education.

In addition, he spent five years as Executive Director of a post-secondary educational non-profit organization. Currently, he is employed at the Target Corporation Monroeville store as a dedicated business owner. In the community, he has served on Chamber of Commerce committees in multiple communities across the state, been a scouting volunteer (Cubmaster, Scoutmaster, District Commissioner, etc.) for almost 24 years, held a number of positions on school volunteer groups including athletic boosters and parent-teacher organizations, and served his two three-year terms on the Monroeville Public Library Board of Directors before joining the Allegheny County Library Association Board of Directors. Barbara, his wife, and he live in Monroeville; they have three adult sons. 

Jeremy Kubica Bio Photo

Jeremy Kubica

Central Region Representative

Jeremy Kubica is the Director of Engineering for the LINCC Frameworks project where he leads a team working at the intersection of computer science and astrophysics. Previously, he was an engineering director at Google and co-lead of Google’s Pittsburgh office.

He holds a Ph.D. in Robotics from Carnegie Mellon University and a B.S. in Computer Science from Cornell University. He is the author of multiple books designed to teach computer science.

Amber M. Spells, is an enrolled agent, accountant, and consultant specializing in providing tax preparation and resolution, accounting services and core business education to micro, small, and mid-sized businesses.

Amber believes the difference in an entrepreneur who has a hustle versus a business is in their accounting and financial management practices and processes. These areas are key to properly forming tax strategies, recovering from losses, pivoting during economic downturns, and building a scalable and saleable legacy.

Amber is a veteran, entrepreneur, and karaoke enthusiast.

Josh Taylor Bio Photo

Josh Taylor

At-Large Representative

Josh Taylor is a News Anchor/Reporter at KDKA-TV/CBS Pittsburgh. He has won multiple awards in his broadcast television career, including a Regional Emmy, a Keystone Media award, two state Associated Press awards, and a Telly Award. 

A Pittsburgh native, Josh is an alumnus of Schenley High School and Duquesne University, and an inductee on Duquesne’s Journalism and Multimedia Wall of Fame. He was inducted into the Pittsburgh City League High School All Sports Hall of Fame as a recipient of the Eddie Jefferies Media Award in December 2025. 

In addition to his extensive career in media, Josh has also been a contributing writer in 8 books covering various topics on Pittsburgh sports.
